Dr Yvan J-F. Hutin

WHO Representative to India

Dr Yvan J-F. Hutin began his assignment as the WHO Representative to India in May 2026. Prior to taking up this role, Dr Hutin served as Director of the Antimicrobial Resistance (AMR) Department at WHO Headquarters, where he led global efforts to address one of the world’s most pressing public health challenges.

Dr Hutin brings more than three decades of international public health experience spanning clinical medicine, epidemiology, infectious diseases, and global health leadership. He earned his MD in Hepato-Gastroenterology in France, followed by an MSc in Clinical Tropical Medicine from the London School of Hygiene & Tropical Medicine. He later joined the Epidemic Intelligence Service of the U.S. Centers for Disease Control and Prevention and completed a PhD at the Swiss Tropical Institute.

Over the course of his career, Dr Hutin has worked across Africa, Europe, and Asia, including assignments in Burkina Faso, Uganda, and Sweden at the European Centre for Disease Prevention and Control. During more than 20 years with WHO—serving at country, regional, and headquarters levels—he has played a pivotal role in advancing major global public health initiatives.

Among his many contributions, Dr Hutin worked to establish the Safe Injection Global Network (SIGN), supported India in establishing its Field Epidemiology Training Programme, led work on hepatitis B prevention and control in China, coordinated strategic information for the Global Hepatitis Programme, and served as Director of Communicable Diseases at WHO Regional Office for the Eastern Mediterranean.

His areas of expertise include epidemiology, prevention and treatment of communicable diseases, public health workforce development, health economics, and health financing. A respected scientist and public health leader, Dr Hutin has co-authored more than 150 publications in peer-reviewed journals, contributing to the global evidence base for infectious disease prevention and control.
